Article 3.20 Binding Effect

The Administration may issue binding orders and, where necessary, mandate their immediate execution. Security forces may additionally apply coercive measures in accordance with regulations. There is an obligation to comply with such orders unless they are grossly unlawful and manifestly arbitrary.
