Article 3.25 Operator Responsibility
(a) (1) The Operator is the sole authority responsible for maintaining order and security within the ICT, except in cases of broader national emergencies where collaboration with the Host Country is expressly provided for in accordance with the ICT Establishment Law and ICT Contractual Arrangements. Security services operate strictly within the territorial boundaries of the ICT and shall have no extraterritorial authority.
(b) (2) Security and enforcement services may be carried out by staff employed by the Operator or through licenced third-party providers, but all such personnel shall act only upon the Operator’s instructions and remain contractually accountable to it.
(c) (3) The Operator shall bear full responsibility for any abuse or breach of law or contract by City Security personnel.
(d) (4) The ICT security forces consist of City Security, fire department, rescue services, investigators, and prison corrections staff (if and as applicable). They shall be identified in public by appropriate uniforms and insignia.
(e) (5) The Aadministration maintains an emergency rescue system that includes initial on-site treatment and further transport to medical care, and which is available to everyone present in the ICT. Members of the rescue services are authorised, in the event of an emergency, to take all necessary measures to protect the life and limb of residents and visitors of the ICT.
(f) (6) The Aadministration maintains a fire brigade, in particular to combat fires and minimize related damage. Members of the fire brigade are authorised, in the event of an emergency, to take all necessary measures to protect the life and limb of residents and visitors of the ICT.
(g) (7) The ICT may establish a voluntary security reserve consisting of residents who assist, in particular, during major events, natural disasters, fire and disaster control, or rescue services. Members may be remunerated or have their annual fees waived in whole or in part.
(h) (8) The employment of private security personnel by residents is permitted; these personnel do not have any special City Security powers.
