Article 3.26 Citizen’s Arrest

If someone is caught in the act or pursued, and they are suspected of fleeing or their identity cannot be immediately established, anyone is authorised to temporarily detain them without a judicial order. If a criminal offence is only prosecutable upon request, temporary detention is also permissible even if such a request has not yet been made.

City Security shall be informed immediately, and the suspect shall be handed over to them.
