Article 3.31 Measures Against Uninvolved Persons
(e) (1) City Security may take measures against persons other than those specified in § 6 only if and as long as an imminent disruption to security or order cannot otherwise be prevented or an existing disruption cannot be eliminated, particularly if City Security’s own resources are insufficient or if measures under § 6 would cause damage that is clearly disproportionate to the intended outcome.
