Article 3.33 Concept and Means of Direct Force

(a) (1) Direct force is any action against persons or objects through simple physical force, aids to physical force, or the use of weapons.

(b) (2) Direct force may only be used where City Security objective cannot otherwise be achieved. Against persons, direct force may only be used where City Security objective cannot be achieved through force against objects. The means used shall be appropriate to the behaviour, age, and condition of the affected person. Against a crowd, direct force may only be used where its application against individual members of the crowd clearly promises no success.

(c) (3) Direct force shall, as far as circumstances permit, be preceded by a warning.

(d) (4) Direct force shall not be used once City Security objective is achieved or if it becomes apparent that the objective cannot be achieved through direct force.

(e) (5) City Security shall not use direct force during interrogations to elicit a statement.

(f) (6) All use of force shall be documented immediately through internal incident reporting and subject to Operator review and compliance protocols.
