Article 3.62 Electricity, Water, SewageUtilities

(a) Subject to this ICT Code, the Urban Development Plan, and any applicable rules or technical standards, property owners may provide, install, or operate utility systems for their property, including electricity, water, sewage, stormwater, waste, communications, energy generation, and related infrastructure.
(b) Prior coordination with, and where required approval by, the Administration is required where a utility system:
(i) extends beyond a single property;
(ii) connects to, draws from, discharges into, feeds into, or materially affects any shared or ICT infrastructure system; or
(iii) may materially affect neighbouring properties, public areas, safety, health, or environmental protection.
(c) The Administration may issue different rules, technical standards, and conditions for different types of utility systems and connections.
The provision of electrity, water and sewage is in principle allowed to everyone. It has to be coordinated with and approved by the Administration if it extends beyond a single building.
