Article 3.61 Traffic & Transport
(a) (1) Anyone participating in road traffic shall behave in a manner that does not harm, endanger, or unnecessarily obstruct or inconvenience others beyond what is unavoidable under the circumstances.
(b) (2) The Administration is entitled to issue binding traffic rules, which may be adapted form time to time, and is authorised to erect traffic signs and apply traffic markings.
(c) (3) The Administration may require proof of liability insurance for vehicles in the ICT.
(d) (4) The operation of transport systems is in principle allowed to everyone. It has to be coordinated with and approved by the Administration if it requires construction works and modifications along the traffic lines.
