Article 4.11 Composition, Appeals and Quorum.

(a) (1) Civil and Administrative matters at first instance shall ordinarily be heard by a single judge.

(b) (2) Criminal matters shall be heard: (a) by a single judge in summary matters; and (b) by a panel of three judges in serious criminal matters, as defined in Chapter X of this Code.

(c) (3) Appeals in civil and administrative matters shall lie as of right to the Court of Appeal.

(d) (4) Appeals in serious criminal matters shall lie as of right.

(e) (5) Appeals in summary criminal matters shall require leave of the Court of Appeal.

(f) (6) Appeals shall be heard by a panel of three judges.

(g) (7) Where a member of a three-judge panel becomes unable to continue, the remaining two judges may proceed only where they are unanimous; failing unanimity, a replacement judge shall be appointed and the matter reheard in whole or in part as directed by the Court.
