Article 4.51 Relationship to Other Parts of the Code

(a) This Chapter operates as a residual and protective safeguard and shall not displace express allocations of jurisdiction, competence, procedure, or applicable law made elsewhere in this ICT Code.
(b) In the event of apparent inconsistency, provisions specifically allocating jurisdiction or competence shall prevail, unless such application would result in denial of justice, abuse of process, or manifest unfairness.
(c) Part 5 shall prevail over this Chapter to the extent of any country-specific modification, limitation, adaptation, or deviation.
