Article 1.3 Objectives

The following Objectives set out the legal basis and core principles of the ICT Code. These Objectives are declaratory in nature and shall be used to guide interpretation the ICT Code.

1. The ICT Code functions as the primary source of private and public law within the ICT, subject only to:

   (i) The ICT Establishment Law, and any law of the Host Country that is expressly retained or referenced therein; and

   (ii) Any modifications contained in Part 5 “Country-Specific Modifications” of the ICT Code.

2. The ICT Code is established to:

   (i) Uphold the rule of law and the consistent application of common law legal principles within the ICT;

   (ii) Protect the natural rights of residents and investors, including life, liberty, and property;

   (iii) Promote due process and the procedural fairness of legal institutions;

   (iv) Provide legal clarity, consistency, and coherence across a modular and scalable legal framework; and

   (v) Ensure that the ICT remains an attractive, safe, and internationally credible jurisdiction for both physical and digital residence, investment, and enterprise.
