Article 2.7.1 Purpose and Interpretation

(a) Interpretation:

In this Chapter 2.7 of the ICT Code, unless the context otherwise requires:

APIs means application programming interfaces made available by the Operator or the Companies Registrar (as applicable) to enable machine-to-machine interaction, interoperability, and integration with third-party systems for purposes of licence compliance, registration, or monitoring.

CPD means continuing professional development, including structured learning activities that improve professional knowledge, competence, skills, and ethical standards.

digital oversight system means a technology-based compliance and monitoring framework that may include digital inspections, automated credential verification, and peer-led governance tools.

licence includes any formal registration, approval, permit, accreditation, certification, or other form of legal recognition issued under this Chapter.

mutual recognition means the acceptance of foreign or international qualifications, licences, or credentials on the basis of equivalency or compatibility with ICT regulatory objectives.

professional integrity means adherence to high standards of conduct, ethics, and accountability in professional practice, including transparency, competence, and avoidance of conflict of interest.

provisional licence means a time-limited or conditional approval allowing temporary operation within the ICT pending full recognition or completion of regulatory requirements.

Licence Register means a digital registry maintained by the Operator or the Companies Registrar (as applicable) for purposes of recording licenced professionals, recognised credentials, or accredited oversight bodies.

regulatory sandbox means a controlled environment in which professionals or entities may test new business models, technologies, or practices under reduced or provisional compliance requirements.

Reserved Activity means an activity that may only be undertaken by a person or entity holding a valid ICT licence or recognised equivalent as expressly designated under this ICT Code or supplementary guidelines

reputable international credential means a licence, certification, or qualification issued by a nationally recognised or internationally accredited body that meets standards broadly equivalent to those in the ICT.

recognised body means a regulatory, oversight, or professional body formally accepted by the Operator or the Companies Registrar (as applicable) to provide governance, inspection, or accreditation functions within a defined sector.

sectoral regulation means licencing or compliance rules that apply to a specific professional or commercial domain.

verifiable digital identity means a digitally authenticated identity capable of being confirmed by third parties through cryptographic or similar technology mechanisms, and anchored in systems recognised by the Operator.
