Article 3.39 Confiscation
(a) (1) The competent general City Security authority may confiscate a seized object where it cannot be returned without the conditions for seizure reoccurring. Confiscation shall be ordered in writing.
(b) (2) Confiscated objects shall be disposed of through public auction. City Security authority may have the auction conducted by one of its officials. An award that would cause the conditions for confiscation to reoccur shall be refused. The proceeds shall be returned to the affected person.
(c) (3) If a confiscated object cannot be disposed of, it shall be rendered unusable or destroyed.
(d) (4) The costs of disposal, rendering unusable, or destruction shall be borne by the affected person and may be recovered through administrative enforcement proceedings.
