Article 4.3 Right of Access to Justice
(a) (1) Every person shall have the right to effective access to justice for the determination of disputes affecting their civil rights, obligations, or legitimate interests within the ICT.
(b) (2) Access to justice shall be provided through courts, tribunals, arbitral bodies, and alternative dispute resolution mechanisms duly established or recognised under the legal framework of the ICT.
(c) (3) No person shall be denied access to dispute resolution on arbitrary, discriminatory, or disproportionate grounds, including but not limited to status, nationality, religion, or economic position.
(d) (4) The right of access to justice shall include protection against denial of justice resulting from jurisdictional ambiguity.
