Obligations of the Operator (i.e., BEC SPV) – aspects of which shall be subcontracted to ServicesCo under the MSA

• Provide a comprehensive suite of Governance Services:

  • Basic Services: city security, dispute resolution, emergency services.
  • Additional Services: infrastructure (e.g., utilities), where feasible. Provision of infrastructure likely financed and provided at BEC SPV level – to be discussed.
  • e-Government Services: digital records, identity, compliance infrastructure.
  • BEC Land Registry: recording property transactions within BEC
• Uphold and enforce Resident rights through proportionate and rule-based conduct.
